Currently it's not possible to share Announcements & Discussions between courses, as in from one course to another and visa versa without cross listing. You could use the Global Announcements tool to post announcements to Learners in the selected courses using release conditions however in most cases this would prove to be impractical for most institutions.
The idea to have the option to share announcements and discussions between courses is a good one and should be submitted to the Product Idea Exchange.
