Is it possible to copy intelligent agents between courses? Also, if we create intelligent agents on a master course, will they copy over to a course copy?

You can use Copy course components to copy intelligent agent between courses. While copying from master course you do get option to copy Inelligent agent as well.

To add on, while the answer is 'Yes, you can copy intelligent agents between courses', they do come over as disabled so they don't run until you have set them up in the new course. This means you will have to manually enable them in the new course and update the run schedule if you are using the calendar.

Importing agents as DISABLED is one thing (wise) but since bulk manage dates does not work with intelligent agents then EVERY SINGLE agent has to have date manually updated (unless there's some new trick?)
