I know we can import as CSV, allowing us to download a template.
I am also aware that we can export as “Brightspace package”, “Common cartridge”, and “Thin common cartridge”, but I don't find an export as CSV option.

There is the usual way to export Questions and the Question Library via the Export option in Import, Export and Copy components.This won't be a CSV format though.
However, a workaround often explored is, If you or an admin have access to the Brightspace datasets, you can generate a spreadsheet of the questions.

If you just need the questions in a spreadsheet, you can download from Statistics or Reports within the quiz.

I found the questions dataset that can help you: https://community.d2l.com/brightspace/kb/articles/4531-questions-data-sets . The Question Library Brightspace Data Set details all the questions that have been created in the organization. This includes quiz questions that are not currently used in a quiz.
