Discussions can be followed to receive platform or email notifications of updates, including updates for Release Notes. This section of our FAQ explains how to bookmark the Release Notes discussion.
It's great feedback on wanting to link to the top level section. I've submitted a feature request to our Community Vendor inspired by you!

On a related note, the left hand navigation only expands or collapses children. It would valuable to bookmark links to the top level sections.
For example: being able to link a TOC item like "D2L Standard CSV 2.0/2.1" rather than a single page that is a child.
