Yes, this outcome can be achieved using the Global Announcements tool or regular Announcement tool. See:
In both scenarios the user must be enrolled at the level in which the Announcement is created. Thereafter the user can see the Announcement at the level in which it was created or at the Org level.

How to add general bonus to Quiz (not specific questions)
I want to set up a quiz that has 52 questions each worth 2 points (so a possible 104 points) BUT I only want their grade to be based on out of 100. Essentially I want two bonus questions….BUT I do not want to specify which 2 questions are the bonus. I just want to set it so that it is raw score/100.
What is the best way to accomplish this (without doing it manually).
Different grade options for students in the same class
Hi, I have an instructor who wants to give students a quiz out of 19 marks. If they don't pass they can rewrite that quiz but only for a maximum of 80% and a third time but only for a maximum of 60%. Is there a way to set up a gradebook to allow for all three of these options for the same quiz?
Award - Bulk Set or Change Issue Date
Hello, we have a list of over 4000 users that we want to assign a certificate award to. However we need the Issue date to be set to specific dates, that is different for each users. Is there a way to modify the "Issue-Date" in a bulk-way???
