I think if you are able to try out the "Insert Element" option for Creator+, that this will be exactly what you're looking for in terms of colour blocks and borders.
You can see a few examples of what these can look like on this page in the Learning Center (just make sure you're logged into Community to access)
I know I could never really steal Jennifer's thunder- and I didn't want to miss the chance to connect you with that full list of replace strings. Different ones apply depending on the tool you're using, but this page does a good job of breaking them down

I have developed an exam like you describe and this is how I achieved it. Before I explain, have you already experimented with these settings available in the quiz management page? I assume you have but wanted to ask just in case you hadn't.
Okay, for your quiz structure, I did a similar exam where I have 27 different scenarios and each scenario asks 2-6 questions. This took a little bit of setup, but works well.
In the Question library, I made a new section for each of the 27 scenarios. For you this would be your Parts 1 and 2. Each 'section' behaves like a folder. On the exam, the learner will see each scenario and it's associated questions on a page. Each new scenario is a new exam page.
You can also add layers to sections. My exam has an exam bank of 300 questions and randomly draws 81 for the exam. BUT, I have rules that I want 1 question from pool A, 1 question from pool B, and so on. So, you can add additional sections and house that under the Part 1 Part 2 sections (they are like folders within folders on a desktop).
Here is an example:
Each of those folders contains several exam questions and I've set the exam rules to randomly draw a certain number of questions from each of the pools for this scenario.

Has anyone else experienced issues with uploading SCORM/xAPI?
Hello wonderful D2L community!
My colleague is experiencing issues when trying to upload an xAPI zip file to a course through Content → Add existing → SCORM/xAPI object → upload a new version. I have no issues completing it but when she tries to the progress is stuck at 0%. Has anyone experienced this? I've checked her role and it is the same level as mine so she should have access to this feature. The one thing we thought that may be impacting it is that she wasn't using our company VPN. Does anyone have any insight on this they can share? A few weeks ago we both had uploads stuck at 70%, but I tried again the next day and chalked it up to maybe a D2L server issue…

A challenge to developers
Here's a challenge for D2L developers: using the standard BrightSpace FIB question type, make the following verse into a FIB question out of 4 marks where the words between asterisks are the blanks. Match all line breaks, include all punctuation, and ensure that weighting of each blank is the same.

Then after you have made it, suppose you change your mind and want to move the source information to the top of the poem. Also, you decide to change the value to 5 marks.

How can students review their quiz submissions in New Content Experience if they do not have access to the Quiz List page? (Our institution does not permit students access to this page by default.)
Choice of Questions in Quizzes?

Is there a way for students to select questions (say 3 from 5 questions) and have the grade total value (total marks) of the test reflect only the 3 questions selected?
