I would suggest that you consider 2 possible options.
1) You can create multiple sections in the course and assign one group to one section and the other to the second.
You can test in the sandbox if changes in one section's content will affect the other, but to the best of our knowledge, it should not happen.
2) You can create different release conditions for the first two modules by making them visible only after passing some quizzes, which may be different for the two groups. The remaining modules may be bound by release conditions to the first two.

I have tested several ways of accomplishing this with Creator+, and it does not appear to be possible at this time. The fields are plain text only so do not allow any additional HTML ad this time. I would high highly recommend adding this as a PIE item. I'd also like to note that have lengthy content on the back of the card would result in a very long card on the front side and can look a little odd to the learner. An alternative as well would suggest using some shorter copy in the TITLE of the back of the card, and then using the rest of the content in the body area.

I don't think it's possible at the moment. What people typically do if they don't want to use that section is reduce it to one column, so that it just contains some text to indicate that the marking is complete, or to indicate where the learner should see their general feedback.
It is something that's occasionally been requested before. If you go to the Product Idea Exchange via the Quick Links in Community, and search for D2428 or D9009, you'll find a couple of previous suggestions you can upvote or comment on.

I´ll divide your question into two parts:
Random assignments
I´ll recommend you explore the Groups tool to tag the Students in many groups. Then, when the student is assigned to a group (The student also can select the groups available and pick one), and using release conditions, the group may be related to specific assignments and dates. Surely, you´ll need to work in the Grades tool to create manual exemptions or use a Gradebook using formula for the Grade calculation based on the student´s assignments.
Peer evaluation
You may configure a peer evaluation using Videso assignments in Bongo. this is an LTI tool that is included in Brightspace in the standard version. To create peer assessments, you´ll need to validate if you have the premium version
Turnitin issues

No, the Users Brightspace Data Set tracks whether or not a user is active/inactive - but does not track which users may have made that change.
Please log a Case with the Support team to investigate if this issue is critical for you.
