There are many reasons why a discussion topic may not be visible to a learner. Without looking at your course or environment, its difficult to say the exact reason, so I'll try to cover all of the considerations.
In order to ensure that learners can see you discussion, you'll want to consider the following:
- the learner role has sufficient permission to see and participate in discussions (typically true for a learner role)
- the forum containing the discussion topic is marked visible
- the current date/time is within the configured start and end date range of the forum restrictions (if applicable)
- the discussion topic is marked visible
- the current date/time is within the configured start and end date rage of the discussion restrictions (if applicable)
- there are no additional release conditions that preclude the learner from seeing the discussion (i.e. must do X first)
Additionally, if the discussion has been brought into the flow of content and the user experience you have created in your course is such that the learner is expected to access the discussion topic via the content tool, then
- the parent module containing the content topic that represents the discussion is marked visible
- the current date/time is within the configured start and end date range of the parent module containing the content topic that represents the discussion
- there are no additional release conditions that preclude the learner from accessing the parent module (i.e must do X first)
