Please advise on a workaround to trigger an IA to notify an secondary instructor after the primary instructor has graded the rubric and saved it as draft rather than published it

Unfortunately, there is no direct workaround using Intelligent Agents for this scenario. Intelligent Agents can evaluate release conditions and activity data at the time they run, but they do not have visibility into a rubric's draft state.
Since feedback saved as a draft is not published to the learner and does not update the gradebook, there is no event or condition that an Intelligent Agent can use to detect it.
If this workflow is important for your organization, I would recommend submitting a Product Idea Exchange (PIE) request describing the use case. For example, the ability to trigger notifications when rubric feedback is saved as a draft, or the ability for Intelligent Agents to evaluate draft assessment states. This would allow our Product team to review the request and gauge community interest.
