Where do I submit a Feature Request?

When I came to this site and looked for "Product Idea Exchange," I only see "Product Idea Exchange (3rd Party Tool)" and when I click on it, it doesn't grant me access to anything.
Between the Brightspace LMS and this circus, this is some of the least user friendly design I've ever encountered. I can't even submit a comment to improve it!
