Can grade settings be set at the individual grade item level?
Is there a way to keep the overall gradebook in D2L set to drop ungraded items but let the instructor select certain grade items to treat as 0? For example, after an assignment is past due, the instructor could set only that item to treat ungraded items as 0.

Welcome to the Brightspace Community. While it is not possible to treat individual grade items as 0, there is a similar feature request currently under consideration in Brightspace's Product Idea Exchange:
Treat ungraded item as 0 should only apply to items that are already due: View Submission
I recommend you take a closer look and consider voting it up. Otherwise, feel free to come up with a brand-new feature request.
