Unable to use feature Crosslisting of course offerings

Hi Community,
I wanted to use the crosslisting feature , I have given all possible or required permissions to my admin user role.
1. Permisson related to crossliting
2. Also tried giving permission for SIS course merge

In settings, whenever i click on crosslisting management. It says :-

"Your Crosslisting mode has not been properly set in the config manager. Please contact D2L for further assistance."

Can anyone help, what specific settings or permissions i am missing?

The error "Your Crosslisting mode has not been properly set in the config manager. Please contact D2L for further assistance."
is displayed when Crosslisting has not been deployed.
The Crosslisting tool is for integrating with Banner. It can't be deployed if you are not using Banner.
