QTI import errors

Attempting to import QTI 2.1 files and receiving the following errors:
ERROR: Error occurred while processing /app/cpc/temp/4fc8c645-d5d8-4fc6-989b-2bb040d57ef4/imsmanifest.xml file

I have run the imsmanifest.xml file through validators and it passes the validator but can find no documentation on what would be throwing the second error. Suggestions?

It looks like your organization has dedicated contacts with admins of an organization that has end-user support with D2L.
Please direct your question to the admins, who will, in turn, elevate it to D2L.
