Is there a way that we can have the ability to restrict a quiz question to a specific user?

Great question.
The two ways to restrict things to specific people — Special Access and Release Conditions — apply to the quiz as a whole. The easiest work around I can think of would be creating a one-question quiz that used special access to only release it to particular users. Of course, if you wanted to "add" the result of this extra question to the initial quiz, you'd need to update the quiz result manually to reflect that.
