It looks like from your Community Profile that you may be a Student.
If this is the case, I would recommend that you reach out to your Instructor or School's Help Desk to let them know what you're seeing. (This is the page that features their contact information in case it's handy Information Technology Support | Harford Community College)
Administrators of Brightspace, and sometimes Educators, will have the ability (permissions) to edit and add a nav bar to a course this video shows how that is done.
