Also, is it any of these error codes seen when you run the API call

• 403 Forbidden – No permission to see sections.
• 404 Not Found – No such org unit, or org unit has no set property data.
• 429 Too Many Requests – API call-rate limit exceeded.

Following is the only error message from log when calling /d2l/api/lp/1.5/28384/sections/settings :

the response from this API call is undefined, so there is no way to check what the status is. In real, the section setting for course 28384 doesn't exist, but that's the purpose of this call to check if section setting exist or not, but it render without responds to check status.
Note: if section exists then this API call returned the data
