If you have multiple markers, how do you set WHO can publish grades, to avoid markers accidently clicking publish instead of save draft when grading?

At the moment the save as draft approach is really the only option.

Please see the following Blog post on the forthcoming Advanced Assessment features for Assignments which includes the functionality you are requesting (and a whole lot more!).

This functionality is available in your institutions Test/Dev environment as of the May 20.24.05 release. The functionality is set to be released to all client production environments in August 20.24.08 release.
