No, the Users Brightspace Data Set tracks whether or not a user is active/inactive - but does not track which users may have made that change.

This reporting is not possible through the user interface. However, please reach out to your account team for further inquiry on a custom report that may be available.

I also found this Product Exchange Idea on the Community which is close to what you are looking for Add logging for password reset and activating/deactivating accounts (D11480) Feel free to add comments on reporting for who made changes to user accounts, or add your own PIE item for review.
