While the LMS interface can display other languages like Chinese based on user individual setting, am I right to say that the Quiz questions will not be translated, especially in a Lockdown Browser environment? Things that can be displayed in other languages are limited to text like "saving" status, menu items?

That's right. Anything that's part of the user interface would be translated. Any content (including quiz questions, HTML pages, uploaded documents, etc) would remain in the language it's written in. I imagine an end user could run a tool or browser extension that translates things, but I also imagine that wouldn't be possible in a lockdown browser, depending on exactly how the browser works.
