Thank you for clarifying. The location to edit existing HTML templates at Org level will depend on where the HTML templates were initially uploaded in your organization.
Many of our clients have uploaded the templates to Public Files (this can be found in Admin Cog). Here you should find a Brightspace HTML Template folder with each HTML template page. Here is the documentation for importing HTML templates related to initial uploading of HTML Template: https://community.d2l.com/brightspace/kb/articles/1304-html-template-version-3-0
Before editing, I would suggest saving a copy incase any changes want to be reverted later on!
