How can TA access view assignment question and instruction in order to grade the assignment?

It sounds like the Teaching Assistant may not have the correct role in Brightspace.
Have you been able to review that they have the following permissions applied to their role?
If you believe these permissions are in place- one last place to check before opening a support case through the ASC Homepage would be if there is a release condition applied to the Assignment/Instructions that may be impacting the TA's access to the content. (ex. you must first visit X content to view the assignment)
