Grade with attached file

How do I enable learners to be able to view a file that I have attached, when evaluating an Assignment? A learner showed me his grade, but there was no icon or link to view the attached file (an HTML file in my case.)

    The learner would need to go into the Assignments tool, it's possible that they are just getting the grade from the gradebook.
