Changing Grade Scheme

I'm trying to change the grade scheme for my students. The college at which I work uses the percent (100-point) scale as the default. I've created my grade scheme with corresponding metrics and colors, but none of it works as it seems the college's default trumps all else.
I'm wondering if there's a way around this. I can't figure out how to.

@Kerry L.M.38 When you are viewing Schemes in the course, are you able to click the check mark under Set as Default for your new scheme? Are you able to select your new grade scheme when you edit a grade item or does it not even appear in the list?
