How do learners submit feedback?

How do learner's submit feedback as per How to submit feedback in Content?

 

I checked the permissions for the user's role, and the "Submit Feedback on Content Topics" permission is enabled.

 

When I impersonate the user, I can't find the topic's context menu. I've checked in both the Old and New Lessons experiences. Can someone send me a screenshot of where it should appear?

As mentioned in the document Click on a topic, then click Submit Feedback from the topic's context menu to rate the quality of the content topic. Please find below screenshot for the same.
