From the content of the error message, I would first check your internet speed to see if it could really be related to connection issues. If that is not the case, I was about to advise you to open a ticket with our Admin Support for further investigation. But I can see you have already done so.

This error consistently happens if I use the standard csv format for quiz questions that most LMS understand, a format with one spreadsheet row per question. If I use Brightspace's own strange format for csv instead, with multiple rows per question, it will upload without this error. This is consistent across computers, browsers, networks.

I have yet to find a formal specification of the format. There is a tool (linked from that question) for turning questions in a Word document (!) into this format.
