From the content of the error message, I would first check your internet speed to see if it could really be related to connection issues. If that is not the case, I was about to advise you to open a ticket with our Admin Support for further investigation. But I can see you have already done so.
I hope this gets fixed soon.

Have you tried using the import export copy component to import questions and see if this helps? I have a similar defect, which is mentioned in this article: https://community.d2l.com/brightspace/kb/articles/32241
A workaround suggested was to use the import, export and copy components to import questions.
