Hi Ian,
It's not intended for Learners to have access to the Mastery View. Mastery View is an instructor facing tool. Learners can see their progress and achievements in the Outcomes tab of User Progress.
The idea for Learners to have a similar view to the Mastery View is a good one and you should consider submitting the idea to the Product Idea Exchange for consideration.
