Is there a way to remove a competency from a hierarchy built in Competencies tool?

Thank you for your question.
Yes, you can remove the competency from the hierarchy as long as the competency is set to draft and it does not have any children(Learning Objective) under it.
Once the above condition is satisfied you can click on the Delete button in the Competencies tool and delete the desired competency.
If your Competencies tool view is Standard then you can find the Delete button under More Actions, If your Competencies tool view is Advanced then the Delete button will be on the left pane.

In the same Edit Competency view if you click on Competency Home you will be able to see the Delete button.
