Is there a community group dedicated to competency-based education? If not, what would be the process for proposing such a group?

Thanks for joining us in the Brightspace Community.
What a great idea! For your consideration, we do have a few groups where this may fit in. One is our Instructional Design Best Practices group, they have a lot of varying but very active posts on ID. There is also an Assessment Advisory Group, to give feedback and hear the latest updates on Assessment tools/practices in Brightspace. I would personally recommend our Accessibility Interest Group, it is run by wonderful people and has a good overlap with CBE.
