It seems you cannot edit your Navbar, I would recommend reaching to your organization admin and ask to be granted the permission for editing your Navbar to be able to add the Quick eval to your Navbar.

To set up Quick eval you would need first to Turn on the Tool:
Add a link to the navbar on the Organization homepage:
Update permissions for all roles that require access to Quick Eval:

I have no admin rights access, but the tool is turned on. A little more context - I'm working in a sandbox environment, so I wonder if it affects the availability of quickeval?
You may validate with organization admin if your role have the permission to "View Quick eval"
Also to add the Quick eval tool in the navbar do you also would need to have the manage navbars permission to add the link to the Quick eval as shown below:
