How to stop new users getting "Password Reset" email via API

Using route: /d2l/api/lp/1.35/users/ with "SendCreationEmail" option set to false. Users do not get a "Welcome to brightspace" email, but they do get a password reset email. Very confusing when they just get a password reset email. How do I stop the password reset email.

I do not want ANY emails, users get notified of their new user account through other means.
