When I have the “Content Browser” widget added to the homepage, one can get to all of the content that I have otherwise hidden (as I hid all the modules). I assumed making this content hidden in one place would keep it hidden in other places.

Hidden Content should not show for student role or any role that does not have permission to see the hidden content. If it is still showing up then I would suggest opening a support ticket. I tested personally and hidden modules do not show in Content Browser Widget for student role. It could be some other issue so opening a support ticket would be helpful.
