Automating Importing Course Components from Master Courses into Academic Courses

Has anyone developed a way to automate importing master course components into academic courses at the start of each term? Our college would like to develop a master course for each course offered. However, we do not have the staff to import components into every course three times per year manually. We also don't want to allow instructors access to the master courses as they may make changes that are then imported into academic courses.

If anyone has a solution, I'd love to discuss it. :)
