Thank you for contacting us via Community!
You can allow learners to submit feedback by enabling the permission - Submit Feedback on Content Topics in the Roles and Permission for this role. With the help of this permission, users of the Learner role will see the Submit feedback option in a content topic's context menu.

I've gone and made those changes, but apparently there are only visible to our learners in the old 'legacy' view and not the new view. Might you know why that is?
Hello @Rusha Sol822 Content feedback and ratings is only available in the legacy Content experience. The New Content Experience is still experiencing improvements and there are some gaps between the two tools. Keep watch on the release notes for further improvements. While using the New Content Experience, you could create a survey to evaluate your content topics to gather feedback. Hope this helps.
