Good day,
Please can you assist with our special users who need to amend the Manage Special Access settings on assignments.
This specific user has the same level of access on Brightspace however they cannot change any settings on the Manage Special Access feature.
Is there a limited amount of users who are permitted to change these specific settings?

I'm wondering if the user might be missing one of the permissions required to edit the Special Access
If you've confirmed that they have both of these in place Accommodations permissions - Brightspace, then I think you'll need to submit a support case through your school's help desk.
I believe the help desk for your school can be reached using this phone number
