Editing an intelligent agent once it has been activated

I am not able to edit an intelligent agent once it has been activated. My understanding is that this is an unexpected behaviour. The screenshot below shows what I see when I try to edit an IA. I am enrolled in this course as an Instructor. I am also a Super Admin.

It looks like you're missing a permission in that course to edit that Intelligent Agent.
From this documentation Set up Intelligent Agents - Brightspace, I would expect to see an edit option from the context menu shown in your screenshot.
When you log into the environment as a Super Admin, if you see that your role in that specific course has the "Manage Agents" Permission, I would recommend creating a support case from the ASC Support Portal
Note: Not all users have access to the portal but I can see from your Community Account that you do have this access
