Using the "Learning Activity Library" in "Site Resources" under "Course Administration."
Numerous "learning activities" are listed in this "library," and I made one using the prompts. But I can't figure out how to make the activity visible to my students?
Also, none of the the "all tags" suggestions seem to be related to this.

From the description of your inquiry, it is not clear what you call "Learning Activity Library". Are you talking about making activities available on your course Navbar?
Could you share a screenshot so as to provide more context please?

I also sent a question to our Instructional Designer, but they're out of the office. It seems like this is set of activities is supposed to have a lot of functionality.

The Brightspace Learning Activity Library is a tool within the Brightspace Learning Management System (LMS) that allows instructors to create and manage a library of activity descriptions for use in course design. These descriptions can be used to create or insert new activities, or to find and insert existing activities into Brightspace
Learning Activity Library is part of a collection of tools connected to Course Builder and Instructional Design Wizard (IDW).
It is a legacy tool that features a set of instructional ideas that can be used with IDW when planning a course in Course Builder. The Learning Activity Library is visible if the Accelerator tool is turned on.
If you like to have the students see the tool, the role should be provided with the following permissions as in the below article
