Can the April release of "Automatic notifications for successful password resets" be turned off?

We recently had an experience with all of the users in our test site receiving the automatic email notifications that their passwords had been reset while we were doing some import testing. We do not actually allow user access to our test site, so the automatic messages caused a lot of confusion. Is there a way to turn those automatic notificaitons off?
Also, as a follow-up question, how do these automatic notifications configure with SSO? We use SSO for our production environment, and I don't want our end users to be receiving additional emails from D2L anytime that their organization password changes and updates their SSO credentials.
