Why does Coursebuilder stop working with partitioning cookies

We are a tool provider and we have integrated our tool with BS for years. Recently, we added the support for partitioning third party cookies so that our tool continue working even though these cookies are blocked.
A few months ago, we tested the partitioning cookies with quicklink, insertstuff and coursebuilder with LTI 1.1 and LTI 1.3, and everything worked fine. But recently, coursebuilder with LTI 1.1 has stopped working. We confirmed that the Browser is configured to block cookies and our cookies are partitioned. Coursebuilder with LTI 1.1 will work again if we turn off the cookie blocks.
Interesting, quicklink, insertstuff and coursebuilder with LTI 1.3 and quicklink, insertstuff with LTI 1.1 still work properly.
We could't figure out this issue. Does anybody have similar issue or can someone give any idea please ?
