Hi Bill. That will depend on whether you're a Brightspace administrator at your organisation. If not, you will want to contact the people who look after Brightspace where you are, and ask them to set one up for you.

Typically, sandboxes would be created within a specific 'department' and 'template' so that all sandboxes are in the same place from an administrative point of view.
