Navbar: Enforce one part by organization, allow customization in other part?
We are wondering if there is a way to create navbars for course offerings where one part is managed (and updated) by the organization (admins), and the other part editable by each course developer.
The idea would be that a course can have some subject-specific links to external resources.
At the moment we don't see how we can allow this and still be able to globally change, for example, the help dropdown.

It is an all or nothing thing. If you give them rights they can edit the whole thing which turn edits it for everyone using it not just them.
What you can do is add a bunch of tools in menu groups and then if they don't want to use those tools they can turn the tools off at that course level and then those links on the nav bar will disappear.
