In my experience, this is not possible in BrightSpace. This is one of the major reasons that I have been calling for major improvements to the variety of quiz question types available in BrightSpace (and the simplicity of workflow to create them). This is especially true of the fill-in-the-blanks/cloze questions that you mention in your post. Our institution previously used Moodle in which creating this sort of question was (a) possible, (b) relatively straightforward, and (c) looked good. This is not the case with BrightSpace. If this is something your instructors need, I encourage you to consider supporting one or more of the many PIE items calling for this long-overdue improvement:
- Create New Generation NCLEX Question types for Quizzes (D6377)
- BrightSpace quizzes in need of critical updates (D9656)
- Simplify the process for creating a longer FIB with multiple blanks (e.g. cloze passages) (D7736)
- new multiple choice cloze, or multiple choice fill in the blank quiz question type (D931)
- Creating Quizzes - add ability to add combination of add blanks and add text to a question (D8936)
- Allow easier programming of fill-in-multiple blanks (Open cloze) (D5953)
- Improved Question Creation for Matching and "Fill in the Blanks (D7844)

I've run in to the same issue, migrating from Moodle to D2L.
I was told I needed to use H5P if I wanted fillable tables — need to use the not obvious "Complex/Advanced FIB" option (which is a trick in unto itself).
There is no option in H5P currently to include graphics, and no SGML (markup language to easily code your tables) 😣. You can nest <iframe> several activities together on one page, Maybe with tables, <iframed> into other tables — ah, getting too complicated.
I miss the cloze format in Moodle, so brilliant, expandable, easy to use. -
@Kyle.K.6309 Do you have H5P? If so, you can do quite a bit with Drag & Drop. It wouldn't be the same as typing into a blank. Students would need to drag correct items from options you provide. You can use images too. Not nearly as seamless or as versatile as Moodle, but functional.
Also, if you agree that BrightSpace needs to seriously up its game in the quiz question type (and workflow) department, consider up-voting the following items on the PIE:
