Specifically, how do I get the System "Visual Table of Contents Widget" to behave as the Custom "Visual TOC" dose and use the course header image by default and the image in a module's description for its tile image?

Nevermind, I figured it out.
If you want the module tile images to be the same and the course image and/or you want the image that is in the module description then you need to do the following.
set: "DefaultTileImage":"{to anything that does not equal the name of an image file located in a 'custom_widgets/visual_toc/img/' folder}"
