Depends on how you would like to manage it within your LMS, but a general idea is that you have course templates with the question library with all the questions that are needed, its maintained as the system of record. Course offerings are created from there that have a copy of the quizzes and question library. This way if there is any problem with a particular course offering you can refer to the course template that has questions within the question library.
