Is there a way to make course content selectively downloadable? We want to upload some slides for our students to download, but we don't want to make everything downloadable.

Unfortunately, this falls into the category of Feature Request. You can express your interest in a feature such as this by heading over to the Product Ideas Exchange (PIE) and either upvoting an existing idea or logging a new idea.
Having said this, I believe this idea matches what you're describing: Option to turn off download to a specific uploaded file (D7238)
