Deep linking not working

The issue seems to be that the deep linking capability is not available in our instance. We can add a new LTI Advantage Tool. We can add a deployment, but when we go to add it to a course, nothing shows. If we try to add a new external tool link to the course, we can add it, but it doesn't allow us to utilize deep linking to select the content URL.
